Today, digital communication is increasingly used by state and non-state actors to disrupt and alter public opinion across the EU. This dynamic is creating profound changes in the norms of governance and international relations. Taking the example of Catalonia, the speakers will examine how Russia used digital communication tactics to influence the public debate over Catalonian independence, create a split in Spanish society and create tension within the European Union.
