Public management reforms in Germany are hard to achieve, especially when compared to the reform-friendly United Kingdom. Is self-perpetuating adaptation all there is to the German reform story? This research zooms in on a policy tool - comparing the recent introduction of risk analysis as a mode of decision-making in three policy domains - to explain its adoption and assess its adaptive but also potentially transformative implications.
