Why can social policies designed to address new social risks fail? Join Daniel Roberts to analyze how divisions based on identity were central in overturning inclusive reforms in a Hamburg case-study. Roberts argues that differences in preferences and political representation between natives and those with a "migration background" offer a better explanation for the reform's failure than focusing solely on class or political party affiliation.
