Since the 2000s, infrastructure projects have been on the rise in developing democracies, in contrast to a decline in advanced industrial ones. Politicians have built thousands of large projects, from subways to dams, wind turbines, airports, and highways, that span election cycles. Globally, only half of large projects are slated to finish under the same politician who initiated them – few projects do. Why, then, do politicians invest in projects that will not be completed during their time in office?
