BRICE (Pascal, Raphael, Abel), was born on September 24, 1966. He has been honored from France’s National Order of the Legion of Honor. He received his undergraduate degree at the Institute of Political Studies (l’Institut d’études politiques). He is a former student of the École nationale d’administration, one of the most prestigious of France’s grandes écoles.

About the General Director of the OFPRA
(Office for the Protection of Refugees and Stateless Persons)
The OFPRA is managed by a General Director appointed by the decree of the President of the Republic on a joint proposal by the Minister for Asylum and the Minister of Foreign Affairs. Decisions on asylum applications are made on behalf of the General Director. The General Director prepares and carries out all decisions of the Board of Directors and manages the Office, of which the services are placed under his authority. In this capacity, the General Director is the authorizing Officer of the receipts and the expenses of the establishment; he represents the Office in court and in all acts of civil life. He recruits, appoints and manages all full time and contract employees. He presides over the various joint bodies of the Office; he concludes contracts and agreements binding the establishment, and reports to the Board of Directors.
