Biography

Rocio Albert is the Director General of Universities and Research in the region of Madrid. Prior to this position, she has served in a number of roles within Madrid Regional Government, such as Director General of Education Quality Improvement, General Secretary of the Economic and Social Council, and chief of staff in the Department of Economy and Public Finance. She is also a Professor of Applied Economics at the Complutense University of Madrid. She holds a PhD from the Department of Applied Economics IV by the UCM, a European Master’s degree in Law and Economics from the University of Hamburg and a Master’s in Public Administration from ESADE. It is notable to mention that she is the research director of numerous projects in economic, educational and labor topics for national and international entities. She has been the research director of the Economic and Employment Observatory of the City of Madrid and the Labor Overview of the Employment in the Region of Madrid. For 10 years, she has been a co-director of the Master’s in Law, Economics and Public Policy program that is held jointly between the UCM and the Ortega y Gasset Foundation. She is the author of numerous academic works on Education, Economy, Law and Public Policy and has been published in prestigious international magazines. Her last article “Federalism and Fiscal Competition” 2013 was published in Revista del Instituto de Estudios Económicos and her last books are Libertad económica en España 2013 ¿Por qué fracasan algunas regiones? [Economic Freedom in Spain 2013. Why do some regions fail?] and Principios de Economía [Principles of Economics], Thomson Reuters. She is also a regular contributor to various Spanish media (La Razon, La Gaceta, Expansion, etc.)
