Mencher works on public law and the history of political thought, with a focus on European constitutionalism and comparative administrative law and regulatory policy. He is a JD/PhD candidate at Harvard Law School and the Harvard department of government and is a graduate of the University of Chicago, Sciences Po Paris, and l’Université Paris I Panthéon-Sorbonne.
