Allen received his PhD from Brandeis and is the Josiah Meigs Distinguished Teaching Professor in the department of international affairs at the University of Georgia. He is co-author of European Politics in Transition, now in its sixth edition. He has published articles on comparative political economy and on democratic representation in Harvard Business Review, Comparative Politics, Journal of Public Policy, Policy Studies Review, Party Politics, German Politics, Economic and Industrial Democracy, and Journal of Policy Analysis and Management. He has recently held visiting fellowships at the American Institute for Contemporary German Studies in Washington, DC and the Max Planck Institute in Cologne. His project at CES is entitled: \"Ideas, Institutions and Organized Capitalism: Germany, Europe and Twenty-first Century Economic Policy Models.\"
