Foa was the founding president of the Washington European Society (www.wes-dc.org), a discussion network for Europeans in the US capital hosting regular events with visiting politicians, diplomats, and journalists, and chair of the Harvard graduate European society. During the 2011–2012 academic year he was a visiting lecturer at the Higher School of Economics, in Russia. He is currently undertaking dissertation fieldwork.
