By Arthur Goldhammer, The Toqueville Review

"Europe is presently adrift on shifting tides rather than in control of its direction." – Art Goldhammer, CES Local Affiliate, in The Toqueville Review

Abstract:

The paper analyzes these changes and inventories the range of policy responses across Europe.
