Why do policymakers sometimes prioritize improving equity and quality in public services, while at other times they accommodate inequality or delegate provision outside the state? Join Jane Gingrich as she examines 20-century education reform across 20 countries, asking why more or less equitable institutional structures and higher or lower levels of state capacity were established.
