In this paper, Alexander Hertel-Fernandez and David Carpenter present the theory of institutional entrepreneurship and the processes by which actors within the executive branch design and launch campaigns for gradual institutional change. They will discuss the importance of coalitional management, including coalitions within and outside of government, as well as the complementary roles played by political and career officials. They develop this theory by exploring a case at the White House Office of Management and Budget (OMB) where entrepreneurs deployed conversion and layering to embed new priorities for inequality, public participation, and access to public benefits into the review process of the OMB's paperwork.
