Zulueta-Fülscher is former researcher at the European think tank FRIDE, as well as an occasional election observer for the OSCE, the EU and the OAS. She received her Ph.D. from the University Autónoma, Madrid, and was visiting scholar at the Saltzman Institute of War and Peace Studies at Columbia University and at the University of Vienna. Her dissertation addressed the topic of political judgment related to preventive and preemptive war. Her current fields of interest are contemporary political theory and European foreign policy. Her research project deals with European democracy promotion policies.
