William Phelan is lecturer in international relations at Trinity College in Dublin. His research interests include international relations theory, international organization, and the politics of European law. His current research focuses on forms of international organization which function effectively without bilateral retaliation mechanisms, both trade regimes and human rights regimes. He will be in residence at CES from January to September 2012.
