To inform the debate of the 25th
Franco-German Council of Ministers in Toulon on August 29, 2025, French President Emmanuel Macron and German Chancellor Friedrich Merz commissioned two French and two German economists to provide policy-oriented input. The result was a memo to address challenges in five policy domains: defense, energy, productivity and growth, labor markets and trade with China.
A core point of the submitted memo was that at this critical geo-economic juncture Europe needed strong Franco-German leadership. Based on this memo, the Franco-German Council concluded with an ambitious list of projects.
